I am writing to ask you to support calls for the UK Renewable Transport Fuel Obligation (RTFO) and EU legislation promoting biofuels to be suspended. This has become urgent given the emerging Global Food Crisis that the government's new chief scientific adviser, Professor John Beddington recently highlighted in a speech on March 6th (1) where he said: "It is very hard to imagine how we can see a world growing enough crops to produce renewable energy and at the same time meet the enormous increase in the demand for food which is quite properly going to happen as we alleviate poverty." This is a real crisis happening now - Josette Sheeran, the head of the UN's World Food Programme (WFP) that warned that due to rising food prices WPF is short of $0.5billion just to meet existing food aid deliveries (2). High prices are forcing more people into needing food aid too - for example, in Afghanistan, 2.55 million more people need food aid because they can no longer afford wheat. Further, land conversion for non-food biofuel crops such as Jatropha are destroying livelihoods and impacting on communities' ability to grow food. It is clear that the rapidly expanding biofuel industry has delivered a major shock to world food prices. Further, the competition between food and fuel is tying the price of food to the price of oil, so the impact of biofuels on food prices is far more dramatic than that caused by increased demand alone. The RTFO and EU policy targets are key drivers causing food crops to be turned into biofuel. The food situation will become even worse in the future if Europe goes ahead with plans for a 12-fold EU increase of wheat based ethanol refineries (3). Here in the UK our wheat surplus for 2007 was around 0.75 million tonnes, however, with planned current UK ethanol refinery expansion, we are headed for a 3 million tonnes deficit by 2010 (see more details and graphs at 4) - bad for our food security and the world poor. The Environmental Audit Committee recently called for a moratorium on the RTFO on sustainability grounds. Now there are grounds on the basis of the most important of human resources - food. I urge you to do everything you can in the UK Parliament to suspend the RTFO. If this is introduced on April 15th 2008, then the poor and hungry will suffer. Please also call on the UK Government to do everything in their power to stop EU plans for a 10% mandatory biofuel ('renewable energy for transport') target in the draft Renewable Energy Directive, and plans for biofuels to count towards the planned 10% greenhouse gas reduction target in the draft new Fuel Quality Directive.
